Scoring Approach
Each criterion is scored on a scale of 1 to 5:

Adequately meets most requirements, with minor issues or
gaps.

expectations in some areas.

Fully meets or surpasses all expectations with robust
features.
Weighting Criteria
Not all criteria hold the same importance for every project.
Assign weights (e.g., 1–5) to reflect priorities. For instance:

Critical (Weight = 5):
Security, interoperability, portability.

Important (Weight = 3):
Career pathway integration, sharing and access control.
